Perham plans to opt out of possible Otter Tail County THC sale ban – Perham Focus

he city of Perham discussed adopting its own ordinance to opt out of a

possible countywide prohibition

on the sale of THC beverages and food at the Perham committee of the whole meeting on Wednesday, Oct. 26.

City Manager Jonathan Smith mentioned that the city has a proposed ordinance drafted.

This means that, instead of banning THC products, the city hopes to create rules and regulations to guide the sale of these products. The current plan is to regulate THC products similarly to tobacco sales guidelines, such as requiring licensure, background checking an applicant, how to display the products and who they can sell the products to. Currently, customers must be over the age of 21 by law.

The city is trying to be proactive in order to prevent Perham from being prohibited from THC sales if the county were to go through with the prohibition.

“Perham has several businesses that either sell or have inquired about selling legalized THC products,” Jonathan Smith said in a statement to the Perham Focus regarding the ordinance. “Prohibiting them to do so would infringe on their ability to conduct business. We do feel that we can regulate the sale of the products in a manner that is still responsible, safe and in the best interest of our community while supporting our local businesses.”

Check back with the Perham Focus for updates on the ordinance and its contents once it’s finalized. The county is holding a public hearing on Monday, Nov. 21 at 7 p.m. at the Government Services Center in Fergus Falls regarding the moratorium.

At the meeting, councilors also discussed:

  • The PACC is tentatively planning to open the front in the first week of January. Until then, they will continue to use the back entrance and parking lot.
  • The next regular city council meeting is scheduled for Monday, Nov. 14 at 5:15 p.m., and the next committee of the whole meeting is scheduled for Wednesday, Nov. 30 at 5:15 p.m.
